Window treatment height???

My ceilings are 9ft and my windows are about 1 1/2 ft down from the top of the ceilings....where should I place my curtain rods?? Should they be right at the window trim or higher up on the wall above the window to go with the height of the wall & ceiling? Thanks for any help
