Maybe it's not that you're not loosing fat on your hips, maybe your gaining muscle. If you're running, doing lunges and squats, you are bound to gain muscle on your calves and thighs. Continue to loose those extra pounds until you're at a healthy weight and if by then you're still not happy with your thighs... all you can do then is embrace them. Everybody is predispose to a certain body shape, and you just happen to be curvy. Think Beyonce, Shakira and Kim Kardashian, all of them are curvy and look great.
***Not that you should loose weight to make men happy or anything, but men seem to be more attracted to a lower waist to hip ratio, so if you were walking next to a slim, slender, no hip woman, you would command more attention from guys because of your measurements then the skinny bones next to you would, lol. And that goes for any woman, even if they are a healthy plus size, having smaller waist and bigger thighs will definitely draw guy's eyes toward you
