Whether it's the "octo-mom" or A-list Hollywood stars, tabloids love to speculate about who's gone under the knife, and millions of people fuel the rumors. Dr. Anthony Youn steps in with his expert opinion on the mother of 14 who's made headlines as well as Usher's wife Tameka, who reportedly had a procedure outside of the country. As more Americans head abroad for these procedures, Dr. Youn is sharing his tips for anyone considering plastic surgery.

"Last year, there were actually a million and a half Americans estimated to have traveled overseas or to a different country for some type of health care," he says, explaining that people are usually motivated to save money or to protect their anonymity. But, he cautions, "We're seeing increased numbers of people having botched plastic surgery or complications from that who come back to get treatment here in the United States."

Dr. Youn advises, "If you're going to have plastic surgery in another country, make sure that you find someone that you trust. One thing I recommend is there are international members of the American Society of Plastic Surgeons and they have been pre-screened for their experience and for their training ... You know at least somebody has done some homework for you." Pointing out the shocking disparity between surgical aids that he uses versus those used in another country, he drives home his point: "Plastic surgery in other countries can be different than what you see here in the United States."

Before any procedure, Dr. Youn suggests getting a second opinion. "Research your surgeon, research where you have it done and research the procedure itself," he advises. "When in doubt don't do it. Only consent to surgery that 100 percent makes sense to you." In those cases, Dr. Youn says there can be great results. "Studies have shown that the vast majority of people that have plastic surgery really benefit from it. You can get a great improvement in your life."

Still, he says a procedure like liposuction is not for everyone, citing Tara Reid's botched procedure as an example of the risks. "Young Hollywood is feeling the pressure to be perfect and they're having these plastic surgeries with sometimes disastrous results," Dr. Youn says. "Plastic surgery is a very serious thing ... It's not as easy as getting your hair done."
